Unable to create an IMT to an Expense destination, between organizations in different BUs

I'm trying to create an Internal Material Transfer from Inventory to an Expense destination. The two Inventory organizations belong to different Business Units. When I try to select the source in the requisition, only the same Inventory organization that's the destination one shows up. The source organization doesn't appear, even though I have set up Interorganization Parameters between the organizations, Transit times, and the item is shippable and internally transferable. What other setup is missing to be able to do this transfer?
