Step Condition - Only Disable Element if condition is true

Summary:

I'm trying to add a step condition to disable an element. I'd like the element to only be disabled if the plan is "secondment & additional responsibility plan".

I've used the following for the step condition but it doesn't seem to be working. With the current condition the step doesn't show at all.
