Groovy script:restricting the usage of data load for common datarule

Summary:

Looking for solution via groovy in FCCS :     

 if user one has trigger the remote dataload pipline from FCCS for PCMCS then the process should be locked for rest of the users 

 pls wait and send an email , user 1 has triggered the dlr rule for pcmcs ,

 Then 

 Send an email to the users check completion status error or failure and the dlr is open for the other users

Please let me know the possible solutions
