Which status is available for "Submit Requisition" in Visual Builder Add-in for Excel?

Summary:

I'd like to ask which status is available for "Submit Requisition" in Visual Builder Add-in for Excel.

When running a custom action "Submit Requisition" in Visual Builder Add-in for Excel, I remember that only "Incomplete" status was available before. (When the status is other than "Incomplete", such as "Rejected" or "Withdrawn", the "Submit Requisition" resulted in failure If I remember correctly.)

However currently, the "Submit Requisition" succeeds even when the status is "Rejected".

Were there any updates on "Submit Requisition"? (There seem some updates on custom actions in What's New of version 3.8, but I couldn't find a specific description about Submit Requisition.)
