"Mark as Active" button default behavior

In the new Connector there is a button called "Mark as Active" which sets the quote to primary. The default behavior of this button seems to be that no quotes, including the first quote, are set to primary/marked as active, and the user will always have to take action to mark ANY quote as active.

In the previous managed package the first quote was marked primary by default, so I am trying to confirm if my understanding of the Mark as Active button is correct as this is a change in behavior.
