Hierarchy provider setup error in project status approval workflow

Summary: We setup a simple rule to include the Primary Project Manager in the Project Status Approval workflow. However, the workflow is erroring out. We have ensured that the Primary Project Manager is correctly defined & active for the project. Below are the relevant screenshots:
