Oracle Process Automation PCS Version 3 , Un expected behavior in Parallel policy

when i create approval user task with parallel policy (100 %) and default outcome (APPROVE) and i pass 2 approvers only , the expected from PCS as my understanding from the oracle document

that the 2 approvers should approve but , when one user approve and the second reject the outcome returns "APPROVE" which is wrong . is there any chance to override or fix this behavior ?
