OTM - OM Intergation issue for the change order scenario

We have a scenario where the sales orders in Oracle Order management cloud is revised after the shipment is planned in OTM. The integration that updates the orchestration status to ' is erroring out with the following message in OIC ' The DOO_TP_PLANNED status for order line 1588-1-1 couldn't be updated because another request is already processing the line'
High level steps
1. Sales order is created
2. Sales order is scheduled
3. Sales order is interfaced to OTM
