Why can't we UnFirm a work order when material is reserved for that work order?

What could be the reason that we are not able to UnFirm a Work Order when material is reserved for that WO? Is it because, by reserving material we are taking control on the material supply for that WO, so planning doesn't allow to unFirm?

Please let me know.
