Changing Warning to Hard Stop Error during Termination Action

Summary:

When completing a Termination Action on a Manager, and the Manager has direct reports, if the User completing the Termination Action does not reassign the Direct Reports to a New Manager, Oracle provides a Warning Message stating that the Direct Reports have not been reassigned, however, the Administrator can still continue with the Termination Action. (Screen Shot attached of the exact Warning Message)

Is there a way to change this so that if the User completing the Transaction fails to reassign the direct reports, Oracle will flag an Error Message to prevent the transaction from moving to the next workflow step until the Direct Reports are reassigned to a New Manager. If this is possible, what are the Navigational Steps to set this up?
