Change the default selection for "Data with Delimiter" when importing a data table

Summary:

Is there a way to change the default selection for "Data with Delimiter" when importing a data table to "MS Excel .csv format". All the Oracle documentation says to use this option and it is the option that we always use. Plus we get import errors frequently when people (e.g. me) forget to make this change. Is this a way to make this change?
