Multiple Level BOM and WD unexpected items on Work order

Summary:I have a Item BOM structure like below

ITEM LEVEL 1 - (FG item number : 123) which has ITEM LEVEL2 (item number : 346) (supply type : PHANTOM) ITME LEVEL2 itself has ITEM LEVEL 3 ( item number: 678) with multiple components at ITEM LEVEL 4 (item numbers: 11,12,13).

Work definition for ITEM LEVEL 1 (item number : 123) has ITEM LEVEL 2 (item number : 346) displayed, which is as expected and LEVEL 3 does not come as its within ITEM LEVEL2 which is phantom.

However when we create Work Order with above Work Definition, we see components do not come from coming from ITEM LEVEL 4 (item numbers: 11,12,13). Is there a way to bring these items on Work order? Or is it the expected functionality.
