    Extract Inbound Integration - HDL load on User business object is failing

    While loading user.dat HDL through Extract inbound integration, HDL is failing with below error

    "You dont have permissions to bulk load security related data with the User business object"

    We are working on a requirement to suspend user account after few weeks from termination date. We are trying to leverage the HDL load feature privilege Load HCM Security Data introduced since 22C. https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/hcmcommon/releases/22C/22C-hcm-common-wn.htm#F23525.

    We have followed the per-requisites mentioned in the documentation. We have tested by loading HDL. It worked out well. When we tried loading the HDL through Extract inbound integration method, HDL loader throwing error saying "You dont have permissions to bulk load security related data with the User business object". We are using the same user to trigger the extract. Any clue why is this happening?
