Employee Effective Start Date does not work in Oracle Learning

Summary:

I am trying to create a learning initiative to assign an offering to employees who transfer to certain location at our company. I am using the Person Criteria to filter for the employees. I select the specific Location but do not want to use the Hire Date because the employee is not a new hire, but rather just a transfer between locations. Therefore, our HR department has instructed us to use the Effective Start Date field instead. When I use that field though no employees come up when I click preview. I checked with HR and verified that some employees
