Can you transfer a returned PR to another user?

The case is like this the original requestor had resigned then after his last day the buyer returned some requisitions while the PR which had been previously owned by the original requestor had already been transferred with a new requestor. 

Now the returned PRs is still owned by the original requestor, can we transfer it to the new requestor?
