Update Screening Services on Job Requisition

Summary:

We noticed that there are Job Requisitions (both Open-Posted) that do NOT have applicants and we can update the screening services. We also notice that once an Applicant is assigned to the Req we can no longer edit the screening services. Is there a way to change this? Sometime there are mistakes made and we need to go back into the Req and edit (even with applicants assigned.)
