Decimal values doesn't shows when we select the cell on excel.

I'm having problems related to decimal values produced on financial reporting, for example;

I have an excel report that i made on Financial Reporting, and when im using excel i've input a number for test that's 31,5 and when i use the format to round the numbers it became to 32. If i select the cell at the Formlua Bar gonna shows 31,5.

On the form produced on financial report, i have the same number 31,5 and when i use the format to doesn't use decimal values, it becames to 32 too, but, when i select the cell shows 32 and not the number with decimal value (31,5).
