EL Expression not working with AND operator

EL Expression not working with AND operator

We are making Customer field mandatory in Supply Chain Execution--> Tasks --> Create Outbound Shipment Request page.

We created a Sandbox. Inside Structure --> Expression Builder --> When we give an EL expression with AND operator it does not work.:

#{bindings.OrganizationName.inputValue != 'SFA INV ORG' && bindings.PickingRuleName.inputValue != 'null'}

Please suggest a solution.
