Cannot add a HCM Extract Conditional Action

I am adding Email to an HCM Extract.

Previously, I would add the Person E-Mail Address Database Item Group and then add a Conditional Action where the data would not display if the Person Email Type was not = W1. The Conditional Actions "+ Add" Icon is grayed out.

See screen sot where I cannot add a Conditional Action and where one exists, but I cannot add a new one.
