Leave Usage Limit to 3 days per year in multiple instances

Hi,

We have Personal Days Leave, which is to be limited for 3 days per calendar year , those 3 days could be in multiple instance. And anyone who joins even in middle of the year will be entitled for those 3 days. How do we set up that? thanks for the help
