Approval Feasibility Requirement

We are setting up an Approval Flow for our client. The requirement is such that all the Entities and Area combination at all levels (Ancestors to Level 0) have different owners. However, upon choosing Secondary as Extended Approval Flow, we are able to select Area as our secondary dimension but during the assignment of owners, the application only shows segregation of Entity based on Area for the lowest level members of Entity and not for the parent Levels of Entity. We need to assign different owners for combination of Entity and Area at all levels. Please refer to the attached
