Unable to connect to Microsoft Azure SQL Database from OIC using MS SQL Server Adapter

Summary:

Hello Everyone, I am unable to connect to Microsoft Azure SQL Database from OIC using MS SQL Server Adapter?
Options tried:
1) to use the connectivity agent as suggested in oracle doc, but still no luck.
2) to use SSL cert in agent truststore and under OIC settings Certificates
3) to use Database name with 'CryptoProtocolVersion=TLSv1.2;' which is optional value.

The Azure SQL DB is a publicly accessible and is not within a private subnet.

Please suggest if anyone has succedded to connect or if you have any ideas…
