Finite behavior of the burden cost generation

Summary:

We have observed the following behavior during the burden cost generation. The burden costs were not generated in the following cases:

  1. If the cost transaction has already been invoiced, it wasn't picked up for burden cost generation
  2. If the cost transaction was marked as nonbillable, it wasn't picked up for burden cost generation

Could someone help me understand the finite behavior of burden cost generation?
