Can BI Publisher Data Models query the table SYS.DBA_COL_COMMENTS in Oracle Fusion Cloud?

Can BI Publisher Data Models query the table SYS.DBA_COL_COMMENTS in Oracle Fusion Cloud? I need to query this table to see the purpose of various fields in various tables. I would also like to query SYS.DBA_TAB_COLUMNS. I am not able to find a way to do this at present.

When I build a SQL data model and the Query Builder and look at the SYS schema in look at the SYS schema in the Data Models screen I can see only one table - DBMS_PARALLEL_EXECUTE_EVENTS. So it's not impossible to see things in that schema.
