New Element Creation - Adding Restrictions

Summary:

Our location in Mexico, would like to create a new Element Entry for Managers to enter on their direct reports for Overtime. The business would like the element entry to contain a restriction of the maximum hours that can be entered for overtime on the employee. Can a restriction be setup on the element entry to prevent a manager from exceeding the maximum amount of overtime hours entered. If this can be done, can you please provide the navigational steps/screenshots of where/how to setup.
