How to setup business rule only for HR

Hi,

I want to display a particular section only for HR and not for Employees. Oracle delivered 'Default' rule displays that section. I duplicated the default rule and listed the HR roles for the section to be visible and duplicated another from Default rule to hide the section. Is this the right way to do? as its either showing the section or hiding for both the roles. Need help in setting up the business rules only for HR users.
