Is there an HDL bulk upload file or API to add projects from Project Org Tree to Nonlabor Resrc Orgs

Hi,

I have an automation that takes new departments and classifies them as Project Task Owning and Project Expenditure Orgs then adds them to the Project Org Tree. I need to automate adding those to Nonlabor Resource Organizations for Project Costing. Is there an HDL bulk process or API to do this?

Attached is a screenshot of the manual process I am referring to.
