Can't ssh into instance after apt upgrade

Summary:

So I did a apt upgrade on ubuntu 22.04 and typed "reboot" cmd.
After restart, instance got in "running" mode and I couldn't SSH into instance. It says in MobaXterm "Connection lost".

I did post a topic about this 3mo ago but on answers I couldn't remember what I did and how I did but issue was resolved smh.

I have original private key and I use MobaXterm for it.

I read some reddits and they said I need to access OCI Cloud Console but I didn't set any password for it so I can't access it because it's asking me for password.
