Can you hide Qualifications & Responsibilities by LE?

Summary:

We have several US and Canadian LEs in 1 instance. The Canadian LEs do not want to use Qualifications & Responsibilities in their requisitions. The US LEs have it configured.

I see in HCM Design Studio, under creating a Job Req that we have several rules per the US role and all of them show those 2 sections.

Do I need a separate rule & role for them? What can I do to enable Qualifications & Responsibilities only for our Canadian LEs?
