OCI Multiple Accounts

Summary:

Is it possible to create muliple OCI Accounts? Problem is that I lost my accounts 2FA. I tried to create a new account with a new E-Mail, but with the same data as the other account. But that didn't work. I get a error message that there is a error with the transaction when putting in my Credit Card details. Along with the error message I get three possible events

1. Input incomplete or wrong information

2. Masking Location or Identity

3. trying to create mulitple accounts

1 and 2 couldn't be, because I tried to log in on multiple devices and I double checked the information, but I'm trying to create multiple accounts.
