Manager Cannot Reassign Learning

Summary:

Please help, I am testing manager reassignment in a lower pod and am not successful. I have the following configurations, what am I doing wrong/missing?

Admin Configure Catalog Defaults - Manger Created Assignments area: Must Retake the Learning and On this assignment's due date are selected.

Course's Default Access Details - Details View, Learner self-service Active, Manager Self-service Active.

Employee completed the course previously on 11/15/2023.

Manager is trying to reassign course as required with start/end date for new assignment. Selects assign, there's a processing blub at the bottom, screen refreshes and then.. nothing.

Don't see anything on the manager's side that it was reassigned, nothing from the admin view and nothing for the employee.
