How to add validation on tracking events to require add events on all stops sequency ?

The case that I am having many shipment stops and need to add validation that I can't add any tracking event on 2nd stop if I didn't add event on the 1st stop so events have to be created sequency by the shipment stop.

For Ex. as shown in the attached screen shot I need to have restriction to unable adding event on stop 2 before adding event on stop 1 , and also can't add event on stop 3 unless I added event on stop 2 and to go with that sequence….
