I have a config array set. Here the first row (0th index) is hidden using a hiding rule. So whatever value I will be putting will be actually on the second row (on UI I see just 1 row which is the second row). The 0th row doesn't have any value in any of the array attributes

There is one menu entry attribute in the array set on which I want to write a constraint rule. But this constrain rule is also acting on the 0th index row which throws me an "Internal Constraint Error".
