Simple Calc Script Question

I'm coming in on the tail-end of an EPM implementation. We're about a year into the process, and I don't have formal training, so I've been attempting to reverse engineer the system. We've made a lot of progress, but recently we've discovered an old cache of business rules that were deployed but somehow got deleted. We were able to restore them from some ancient backups, but I'm puzzled by the syntax being used. I've searched online and tested on data, and the rules simply don't seem to do anything.
