Why does transfer order time show 23:59?

Summary:

We are releasing the Transfer Orders from Planning Module. After the release, we observed that the time on Requested Delivery Date of the transfer order is shown as 23:59 if the Destination Organization is in the same time zone as the Source Organization. Is there a way to control this time? and to show a different value automatically after transfer order is released from planning?

Also, in case of a different time zone in destination Org (+3 hrs compared to source org), the Requested Delivery Date changes to the next day at 02:59.
