Rule for minimum salary to be entered by HMs

Summary:

Is there a flag or notification we can implement that will warn hiring managers whenever he or she generates an offer to not allow them to enter a salary less than a certain amount? We have a use case that the local labor department has passed a law that minimum salary for a exempt role has to be a certain amount. We want to ensure Hiring Managers are well aware that they cannot enter salary less than the specified amount for example $50K. Please suggest how this can be achieved on a quick basis.
