Career and development goal library - Target outcomes not showing attributes

We are unable to inactivate attributes from the section Target outcomes

Hi, when we go into My Client Groups → Career Development → Development Goal Library → Add

We get the page were we can add development goals to the library, and there's the section "Target Outcomes", where we can only see the name of the Competency, and then by selecting a Competency and save, we get this result.

We should be able to see the Proficiency rating attribute as well but we don't; is there a way to inactivate it?

We didn't find any profile option, rule, or customization to do via page composer that allows us to inactivate that attribute or any other. Can you help us?
