Limiting the character length for Project Name when creating a new project

We have a business requirement to restrict the character length for project names when a new project is created.

Is there any way that I can limit the field to only allow ten characters?

I tried creating a Sandbox and editing the field to try add an expression that would limit the character length. The issue that I encountered is that when selecting the 'Create a Project' link from the task list in the UI, the task opens in a popup window and I am not able to identify where the project name field is located within the code.

Any suggestions either with the sandbox or with other methods to meet this requirement would be greatly appreciated.
