Does Oracle Fusion Cloud allow REST-Enabled SQL API calls?

We can make regular REST API calls on our Oracle Fusion Cloud system, but I would like to use REST ENABLED SQL calls, where I can use ad-hoc SQL SELECT statements. Documentation on REST ENABLED SQL calls is easy to find, but I cannot find information on implementing it on a Fusion Cloud database.
