How can I grant "GL users" access to the seeded "Payables Trial Balance Report"?

We have a requirement in which "GL users" can generate the seeded "Payables Trial Balance Report" on their own to expedite their tasks. How can we configure this in Oracle Fusion considering that only users granted with the "Payables Manager" role can run this report?
