Smart Tip not displaying when condition parent is collapsed

Summary:

I have created a Smart Tip in Oracle Guided Learning that looks for a 9 after the first decimal in the string of numbers in the Account field (in the Expenses Module) and disables some buttons for the end user based on other conditions. Sometimes this Account field is in the itemization and if the user does not open the itemization (or keeps it in the collapsed state) the buttons will not be disabled when they should be. I have selected 'Advanced Visibility Check', but this has not resolved the issue.
