How we can separate the IB load number and OBload numbers generation

Summary:

Customer wants to generate the IBload for OBLoad separately. Both load number prefix should be different.

As of now in the sequence counter we have only "OB_SHIPMENT" for Load

Customer's Expectation : If Inbound Load then IBLOAD , If Outbound Load then OBLOAD (Instead of changing the sequence counter all the time)
