Termination action validation by system user

In July 2023 we implemented the following Autocomplete Rules. These rules worked as expected until 24C was placed in our test pod last weekend.

Rule 1

Employees cannot be terminated using Actions for contingent worker terminations.

Rule 2

Contingent Workers cannot be terminated using Actions for employee terminations.

After 24C was updated in our test pod, the majority of our transactions (promote, transfer, term, change manager, change location, change working hours) began failing. I submitted an SR and it was quickly discovered that the Autocomplete Rules below were causing the issue. Once I deactivated the Autocomplete Rules, our transactions began processing correctly again. However, we need to correct these rules. Can someone please help me figure out how to make these work without crashing all of our transactions? Oracle Support directed me to post here for guidance.
