Is it possible to make an item EFF editable only through change control in PIM?

Hi,

We have a requirement to freeze the eff attributes once it is saved, and shall be updated only when a change order is open. However, in current PIM, EFFs are freely editable, even in old revisions or old lifecycle phase.

Is there any way to make eff editable only when there's any open change order or NIR in PIM? This is a most fundamental requirement.
