Cross Validation Rule Vs Related Value Set

We are trying to create a CVR rule involving segments where there is already Related Value Sets (RVS) enabled & Oracle is not allowing us to proceed.

Q 1 is can you create a CVR if RVS is already enabled ?

Q2 Even if RVS is enabled , system is still allowing to create combinations with Non related values like a full 8 segment string ? Why it is so ?

Can you confirm us on the above points
