I'm looking at a report of contacts with a Fatigue Level = Inactive

By Eloqua definition that means not received or opened any emails in 45 days.

When i look at the stats, i see a large majority of the contacts show as email having been delivered well within the 45 day window.

What is the Eloqua definition for a received email?
