Add button is grayed out for adding tree in control budget (I am not able to add Hierarchy )

We are not able to add a tree under control budget setup as the add button is grayed out, any idea why it is happening ?

I have kept the source budget in redefining mode as well still the tree section add button is grayed out.

The budget where i am adding the tree is in redefining mode.
