Privilege required to get value set values using REST api

We are looking for the privileges to get the values of a value set using the REST API "fscmRestApi/resources/11.13.18.05/valueSets"

We are building a VB form as part of employee self service . One of the field in the VB form is to display values from the value set configured in HCM. We are trying to identify the privilege which can be assigned to the Employee role to invoke Get operation on the value set.
We don't want to assign the privilege 'Manage Application Flexfield Value Set' to the employee role. Wondering of there is any other way/aggregate privilege which can be assigned to the Employee role for the value set access
