Compute Instance - cannot login after adding Volume

Summary:

After adding a Volume to my Private Compute Instance and adding the volume to the /etc/fstab and rebooting the box I now am getting a "SOCKS connection failed: connection refused."

OCI - SOCKS connection failed: connection refused. when trying to login with SecureCRT after reboot

After adding a Volume to my Private Compute Instance and adding the volume to the /etc/fstab and rebooting the box I now am getting a "SOCKS connection failed: connection refused." when attempting to login with SecureCRT The Instance appears to not be able to start the O/S. I have been able to login just fine for past 2 days and have Stopped/Started the Instance just fine before this change was made.
