Is there a way to restrict view access to service admin in Workforce

Our Requirement is to restrict the view access for service admin in workforce considering the data confidentiality but since service admin is the one who will be assigning the access cell level security also is not helping here, we would like to understand if there are any other ways or approaches to restrict the view access for service admin in workforce
